Identification of a major opportunity for urban extension, assembly of a consortium of investors, acquisition of options on 138 acres of land, negotiations over ten years to secure incorporation in the Local Area Plan, and sale of options to a developer in 2008. The project is now the flagship first phase development in a 5,750 unit residential programme to regenerate the Dover area, and represents one of the largest, traditionally-planned new communities in the UK.
